          W&I is focused on providing the best service possible to help taxpayers understand and comply with applicable tax laws and protect the public interest by applying the tax law with integrity and fairness to all. Most taxpayers in this segment pay taxes through withholdings, prepare their own returns, only interact with the IRS once a year, and receive refunds. As part of the W&I team, you'll focus on one of our four key practices:
          • Customer Assistance, Relationships and Education (CARE)
          • Customer Account Services (CAS)

            The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
            • Processes outbound mail; supports handling of inbound mail. Duties include loading and unloading mail, and sorting returned mail; assisting in opening and sorting inbound mail; sorting, tagging, labeling and stacking outbound mail.
            • Operates mail equipment such as automated mail opener, mail meters, scales, photocopier, shrink wrap machine, label printer, tabber, and strapper. As assigned, sets up machines for operation, making routine adjustments.
            • Performs routine maintenance and cleaning on equipment operated. Receives undeliverable and returned mail. Corrects address labels and expedites shipment. Arranges for proper restocking of items that cannot be re-sent.
            • Identifies and resolves customer complaints of failure to receive previously requested orders by expediting customer receipt as described in the PWS. Help

              • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
              • This is a BARGAINING UNIT position.
              • Tour of Duty: MONDAY-FRIDAY 7:00 AM TO 3:30PM
              • Alternative work schedule, staggered work hours or telework may be available.

                • If selected, you will be required to be vaccinated against COVID-19 unless you have a legally required exception. You MUST provide documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding, if after November 22. We will provide additional information regarding what information or documentation will be needed and how you can request a legally required exception from this requirement.
                  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.


                    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

                    You must meet the following requirements by the closing date of this announcement:

                    GENERAL EXPERIENCE: GS-04 To be eligible for this position at this grade level, you must meet the basic requirements below. One (1) year or twelve (12 months) of general experience equivalent to the next lower grade (GS -03) in the Federal government. General experience - Progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience.

                    OR Two (2) years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial or technical school. Note: One full year of academic study is defined as 30 semester hours/45 quarter hours in an accredited junior college, college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in an accredited business, secretarial or technical school equaling 720 hours.

                    OR An equivalent amount of combined education and experience. The equivalent combinations of successfully completed post-high school education and experience may be used to meet total requirements.

If the position has specific education requirements and you are currently (or have previously been) in the Federal job series to be filled, there is no need to submit a transcript or equivalent at this time, but you must provide an SF-50 documenting you held this job series. An official transcript will be required if you are selected.

                    A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

                    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
