Job Description:

Civil Engineer IReports to:--Assistant City EngineerFLSA Status: ExemptGrade:--MDepartment:--Public Works/EngineeringSummary:--Prepares construction drawings and specifications for City infrastructure projects with direction from the Design Engineer.--Reviews and examines submittals prepared by outside consultants or contractors.--Responsible for assisting contractors, developers, builders, and other citizens.--Assigns tasks to engineering technicians and oversees at a general level the work of contractors on large construction jobs.Essential Functions include the following.--Other duties may be assigned.--(These examples may not include all of the tasks and/or knowledge which may be expected of the employee, nor do they cover all of the specific duties which may be required).Receives, reviews and examines construction drawings, specifications, and shop drawings pre-pared by outside consultants or contractors, consults with other departments or agencies, meets and corresponds with consultants, contractors and others to resolve problems.Designs construction plans, cost estimates, right of way plats, and specifications for capital im-provement projects,--i.e., streets, sewers, watermains, detention basins, traffic signals and other miscellaneous public features. Researches all required data for plan completion and integrates da-ta pertaining to the project in hand.--Familiar with the rules and standards associated with various funding alternatives such as motor fuel tax funds, federal urban aid funds, etc.Oversees work of technical staff engaged in tasks related to assigned projects in a team environ-ment.Assists the public in retrieving information from City records maintained by the department. An-swers questions and complaints from the public on such topics as City infrastructure, traffic con-ditions, drainage, City codes and policies, etc..QualificationsTo perform this job successfully, an individual must be able to perform all essential functions sat-isfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to per-form the essential functions.1) Education/Experience: Graduation from an approved four year college or university with ma-jor course work in civil engineering, including courses in one or more specialized areas of public works or engineering.--Some experience in municipal civil engineering work preferred.2) General Skill Levels: Knowledge of the principles and practices of civil engineering, including the areas of transportation, traffic and environmental engineering.--Knowledge of hydraulics, roadway engineering, water supply, waste water engineering, drainage and traffic engineering.--Knowledge of highway standards and specifications used in public works projects applied to municipal type civil engineering projects.--Knowledge of the principles and practices of land sur-veying and mapping.--Ability to use word processing, spreadsheet, Internet and e-mail software, database and computer assisted design (CAD) software. Ability to handle multiple projects at the same time in a dynamic environment.--Ability to communicate technical information and instruc-tions effectively, in both written and verbal presentations. Ability to communicate desired tasks to technicians or support staff in an effective manner. Ability to make complex engineering com-putations quickly and accurately.--Ability to use drafting and survey instruments.3) Certificates and Licenses: Individual must possess an Illinois Driver's License and at least an Engineer-in-Training Certificate.--Professional Engineer in Illinois registration is desired.Physical Requirements/Working Conditions:--Work is performed in both an office environ-ment and in the field on construction sites. Work requires driving to other office locations and other agency facilities in town or around the state for meetings, as well as visits to--work sites.--Work may include attending meetings outside of normal work hours.--There are no extraordinary physical demands on this position other than incidental outdoor work including occasional over-sight activities in dusty, moist or humid conditions and in a range of outdoor temperatures.
